A rinse is helpful but do not scrub at the break itself or pick anything out of it. Anything driven into the cavity makes a clean fill harder, and household glass cleaners can leave residue that interferes with the resin bonding. We clean the damage properly as part of the job with tools made for it, so leave the actual break alone.
Short cracks, yes, within limits. A single crack of a few inches that has not reached the edge of the pane and is outside the driver's direct view can usually be stabilised. Longer runs, damage that has reached the perimeter, or a crack crossing your sightline all mean replacement instead, because a fill there would not restore the strength the glass is meant to carry.
